The policy of the Board of Directors of the Santa Fe Irrigation District is to make all purchases at the best possible price consistent with quality. Whenever practical, competitive prices shall be obtained. All purchases made by the District must be made using the following procedures.
Public Works Construction Projects in Excess of $10,000
- The District will prepare a statement of plans and specifications of the work to be constructed
- An invitation and call for bids will be advertised for three weeks in a newspaper of general circulation
- District may request bids from a list of qualified bidders approved by the District
- Bids will be opened at a predetermined place and time
- Low bidder that meets all qualifications will be selected
- Board of Directors will approve and award the bid
- Contract will be executed between District and bidder
Equipment, Supplies and Services
- A minimum of three quotations will be obtained where practical, particularly for standardized items
- Three proposals will be required for annual purchase orders or service agreements
- The District may issue a request for proposals, a request for quotations, or a request for qualifications in order to narrow the potential vendors
- Some supplier-specific services or purchases may be exempt from multiple quotations
- Purchase orders are required for any purchase over $500
Professional Services
- District will issue a request for proposal (RFP)
- Contracts will be awarded based on demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required
- Cost of the service will be a consideration in selecting the vendor, but not the only determining factor
Vendors can sign up to be notified of contract or purchasing opportunities. The District cannot guarantee that all vendors will receive notification. Therefore, vendors are encouraged to check periodically to view new requests for bids or proposals.
